LAND BOARD.

MONTHLY MEETING. The monthly meeting of the Tara- | naki Land Board was held yesterday, when there were present Mesrs. Ileslop, Rattenbury, McCluggage and Kennedy. In tlie absence of the Commissioner Mr. Ileslop was elected chairman. .Messrs. 11. and G. Blank's application for part section 3, block 10, Aria, 150 acres 0.r.p., was granted. Mr. H. Egarr's application for sections 71, 75 and 70, Spotswood Settlement, was approved and recommendation will be made to the Minister of Lands to grant his application to section 78 as an addition to his holding, TRANSFERS. Transfers were dealt with as follows: — 11. P. Coburn and E. Ba nil eld to R. P. Coburn, section 8, block 5, Aria. —Approved. F. G. Thomas to G, 11. Smith, sections 11 and 2, block 0, Aria—Approved. 11. Paul and E. Holloway to E. Holloway, section 2, block 1, Aria.—Approved, subject to personal residence. . John Slieehy to E. Sheehy, section 3, block 9, Waro Deferred. L. F. B. Smith to H. J. Wilkinson, section 9, block 14, Waro.—The parties waited on the Board in support of the application! for reconsideration of refusal to grant transfer. Mr. Kennedy gave notice of motion to rescind previous resolution at next meeting. A. Tateson to L. N. Neilson, section 4, block 10, Mahoe.—Recommended. S. Medcalf to J. G, Buchanan, sections 10 and 11, block 4, Ngatimaru.—Approved, conditonally oil ranger's report being satisfactory. John Brake to W. F. McCullougli, sections 5, 6 and 14, block 14, Ngatimaru.—Approved. Louisa Falconer to G. O'Grady, sections 41 and 42, block 11, Waitara, and section3, block 12, Waitara. —Approved.

N. P. C. N. Christensen applied for his license of section -22, block 4, Totoro, to issue.—Granted.

S. Larsen, section 21, block 4, Totoro, also applied for license to issue.— Granted.

Messrs. Broadfoot, Pinky and Metcalfe applied on behalf of C. A. Manning to purchase the fee simple of part section 4, block 3, Ohura, proposed site for Xiho Niho settlers' hall.—Mr. E. Tolme was appointed appraiser for the purpose of valuing the fee simple of the land.

The Under-Secretary for Lands wrote suggesting that the Board should decide, when opening land for selection, what sections should be ballotted for amongst (a) ordinary landless applicants; (b) married landless applicants with families; (c) landless applicants unsuccessful at former ballots. —Resolved that the suggestion be adopted and that the matter be left in the hands of the Commissioner, to arrange with regard to blocks about to be opened. The Under-Secretary for Lands advised that £7l 10s had been appropriated by Parliament for payment of A. J. Whittaker's improvements on section 1, block 2, Piopiotea West, the amount to be' recouped when land is. again disposed of. P. McCarthy applied for temporary grazing of section 14, block 1.4, Opaku.— Resolved that a tenancy be granted at £2 per month. •

Messrs. Bullock. Cnrriu and Douglas, solicitors, forwarded surrenders of seven University leases, surrenders to lie conditional on tlie acceptance of the oiler of substituted leases.—'Resolved that the surrenders be accepted, and that Mr, Twiss lie appointed appraiser for making the valuation.

The Assistant Under-Secretary, Public Works Department, asked that*transfer of sections IS and 20. block 1, Mahoe, to W. G. Fargie, be withheld as part of the land was required for railway purposes.—Consideration deferred for plan of proposed boundaries of land likely to be required for railway purposes. J. 11. Roche applied for lease of Crown lands on opposite side of Oiuira river to section 3, block 2, ITeao. He waited on the Hoard in support—Consideration deferred till next meeting, with the object of enquiring re exchange. A. C. Symes wrote asking if residence would be compulsory on S.G.R. 10, Opaku, sub-leased by him from A. Alexander.—Resolved that personal residence will not be compulsory. The Pa tea County Council applied for yearly lease of section 20, block 0, liupaia stock reserve.—Resolved to Tant year-to-year license at a rental of 12s per annum. Notice to be erected that the reserve is for accommodation of travelling stock upon usual conditions.

Messrs. Parker Bros, applied for yearly tenancy of part section 13, block 9. Opaku. Granted a year-to-year tenancy at a rental of Is per acre. <J. K. W. Henchman stated that he had been resident on sections 53, 57. 58, 5!) and 00, block J, Paritutu, since last week in October.—Ranger's report to b" obtained.

K. Tolme, Crown lands ranger, reported generally on Crown lauds part Ramn-toto-Tuhua 01, and on the application °f F. Hurley to acquire GUI. section I. It was resolved that the application of F. Hurley be not entertained. It was also resolved that the matter of access to 01 G. section 1, ami fil 0, section 1, be left in the hands of the Commisisoncr. and that the Board recommends (hat the Mokau-iti road be connected to give access to these lands, which will be withheld from sale until the road is completed.

Mr. John Moloney waited on the Board in support of a petition for relief and payment for injury received while felling bush on section 12, block 12, Mapara, which he had since forfeited.— The Board resolved that it could take no action in the matter. T. G. Dewar to G. 11. Rawlinson. On reading the ranger's report it was resolved that tlie transfer be granted. Sir. Tolrae reported having resumed section 3, block 7, Tangitu.—Report adopted and the land will be ro-oli'ered. li. T. Twiss,, Crown lands ranger, reported on the application of \V. A. Morton and P. G. Streeton for sub-section 18, Elthain, Opunake railway reserve.—Resolved to offer year-to-year tenancy to A. Hunter at a rental of 10s per acre per annum. He also reported on gorse growing on section 49, block 1, Geo, and suggested rent to be charged for yearly tenancy.— Adopted, and a yearly tenancy granted to L. E. Jackson.

He also reported on sections in Gpunake town, which it i» proposed to oiler for lease.—Report adopted, with the exception of section 48, which is to be reserved from sale for the present. S. Bicheno, for Stewart and Bicheno, applied for extension oj' time to effect improvements on section 1, block 11, Aria.—Six months' extension granted. It was resolved to grant extension of time to the following in which to reside: J. Hunt, section 3, block 2, Qpaku, during the pleasure of the Board; Wm. Kane, section 4, block 14, Oliura; A. MeCutchan section 4, block 9, Pouatu; A. W. King, section 6, block 12, Mapara, and J. H. Brown, section 9, block 1, Tangitu were granted exemption until January 1, 1912.

NON-RESIDENCE. Selectors in default for residence or improvements were dealt with as follows: T. E. Leach, section 4, block 12, Aria, residence.—Three months' leave of absence granted. J. Carter, section 2, block 11, Aria, residence. —Three months granted in which to reside or transfer to some eligible person. 6. Innes, section 8, block 4, Upper Waitara, residence—To reside within three months or interest to be liable to forfeiture.

Anderson and Burns, section 4, block 10, Waro, improvements.—Time extended until March 31, 1912.

W. S. Northcote, section 12, block 11, Totoro, improvements. Explanation satisfactory. Arrears of rent were left in the hands of the Commissioner.

F. Cnlgher applied for a lease of part of Whangamomona township reserve.— Resolved to grant a year-to-year lease upon payment of a rental of £5 per annum. No green bush to be felled. Mr. Tolme, ranger, reported on the inspection of 14 holdings, comprising 7800 acres. Improvements required £7944, effected £9192. Five selectors have not effected improvements—The report was considered satisfactory.

It was resolved that the Government be recommended to open up a track on the Kokopuiti road, that being the only means of access to the homestead on section 11,- block % Heao.

Mr. Twiss, ranger, reported on the application of W. G. Fargie, to obtain a lease of section 22, block 1, Mahoe.—Resolved that the request cannot be entertained on account of it being the only access to the land beyond. He also reported on the application of W. A. Clearer for a lease of part railway reserve fronting sections laud 2, block 2, Pouatu. —A year-to-year tenancy was grahted in terms of ranger's report. EDUCATION LEASES. It was resolved to obtain legal advice on the applications of W. E. Colo for grant of boring and mining rights over section 00. llua and Waiwakaiho, to J. S. S. Medley, and of Hale and Locke, similar rights to J. S. S. Medley, over section 100, Hua and Waiwakaiho.

Mr. 11. T. Twiss reported having inspected section 150, II ua district, through which the Taranaki County Council wants to take .a road. —It was resolved that the Board will consent to. a road being taken in the direction as shown on the sketch.

J. A. .Stanford refused to accept the form of lease of section 1!), block 3, Ngaerp, as drawn up by the late School Commissioners.—Resolved that unless the lease is executed in the new form, within one month the land will be oll'ered for lease by public auction. The New Plymouth Borough Council applied for permission to direct the Mangaotukn stream through section l'.Ni 11, New Plymouth, and also to purchase part of the same section and for an easement over sections 15*2, 200 and 202. Resolved that, providing satisfactory arrangements are made with the tenants of the land affected, the Board will consent to the application, and recommends that the necessary steps be taken for a valuation to be made and consent to sale obtained of the land required to be purchased.
