Mr. Roosevelt, in an editorial published in tlie Outlook, urges the flovernment to control all industrial undertakings through the medium of an administrative bureau. Mr. Roosevelt denied that the Steel Trust had misled him when President. An effort to prohibit all business combines was bound to fail, but dishonest businesses ought not to be protected.
