THE GOVERNMENT POLTCY. By Cable—Press Association—Copyright Ottawa, November 10. The Duke of Conuaught opened Parliament in State. There was a brilliant scene. The Speech from the Throne foreshadowed Government control of the grain elevators on the Great Lakes, model highways throughout the provinces, scientific methods of teaching agriculture, the formation of a tariff commission to govern alterations of the tariff on a scientific basis. The Liberal Government was defeated in Prince Edward Island in two by-elec-tions. The Premier (Mr. Palmer) lost his seat.
