THE SHIPPING TROUBLE
OWNERS' NEW PROPOSALS. By Telegraph—Press Association. Wellington, Saturday. The Shipowners' Federation made ftesh proposals to the Merchant Service Guild to-day with a view of ending the disputes. Where two mates are employed on a. steamer the owners agree, escept in cases of emergency, to arrang# that <the mates work watch and watch, both ait sea and in port, unless the safety of the ship demands otherwise. Where wnljy one mate is employed the owners will, except in cases of emergency, confine the hours of work to not more thanl twelve hours in one day, and when a. vessel arrives at the officer's home port and sails the same day he foe allowed four hours* off duty, provided the vessel does not sail before the expiration of the four hours. The victualling allowance to be 4s a day, holkfoyß fourteen days a year, manifests and wharfinger lists to be written up at the office. Rates of pay for ma/tea are also suggested'. CONFERENCE PLANNED. Wellington, Last Night. The Merchant Service Guild has written to the shipowners, stating that it cannot accept the new proposals, but is prepared to meet them in conference to discuss matters. THE POSITION AT WANGANUI. Wanganui, Saturday. In connection with the shipping dis-i pute, the wharf laborers, being in doubt whether the officers of the Arapawa are blacklegs, decided to unload the steamer, awaiting information from headquarters as to what .position to adopt.
