WAR STAFF AT THE ADMIRALTY. COLONIAL INTERCHANGE. By Cable—Press Association—Copyright Received 1, 12.50 a.m. London, October 31. The Daily Telegraph states that Mr. Winston Churchill creates a war staff at the Admiralty in order to study the havy's needs. The light is continually changing in the international naval situation, and on the nations' aims. He will urge the overseas dominions to establish naval war staffs, leading to interchange of officers.
