The following changes have been made in the Ministry: Earl Carrington, President of the Board of Agriculture, becomes Lord Privy Seal. Mr. Reginald McKenna resigns the position of First Lord of the Admiralty and becomes Home Secretary. Mr. Winston Churchill resigns the position of Home Secretary and be comes First Lord of the Admiralty. Received 24, 10.30 p.m. London, October 24. Mr. Alfred Emmott, Chairman of Committees, and Sir Edward Strachey have been raised to the peerage. Additional Ministerial changes arc as follows: Sir Charles Hobhouse to be Chancellor of the Duchy of Lancaster; Mr. Walter Runeiman, President of the Board of Agriculture; Mr. J. A. Pearce, Minister for Education; Mr. Thomas McKinnon Wood, Financial Secretary of the Treasury; Mr. F. D. Acland, Foreign Under-Secretary; Lord Emmott, UnderSecretary for the Colonies; Lord Lucas, Parliamentary Secretary of Agriculture. Mr. J. H. Whitley is to be proposed as Lord Emmott's successor. The changes will involve by-elections for Oldham, South Somerset and East Bristol. A LABOR TRIBUNAL. Received 24, 10 p.m. London, October 24. The Chronicle urges the establishment of a Ministry of Labor to consolidate the present overlapping in labor matters .fey the Board of .Trade, the Local •overnment Board, and the lipme Office. THE SHOPS BILL. Received 24, 10 p.m. London, October 24. Shopkeepers are arranging a campaign against the Shops Bill, which benefits assistants but has not reduced shopkeepers' hours. The latter are now favorable to.the Early Closing Bill. Hitherto they have strenuously resisted it.
