Judge denounced the Fnitcd States administration of justice as a disgrace to civilisation. The number of homicides in 1010 exceeded 8000. an increase of 000 compared with the previous year. Only one in eighty-nine murders was punished. Air. Judge commented on the English methods as infinitely superior, and showed that even Italy led America in the apprehension of criminals.
