OPENING OF PANAMA CANAL. By Cable—Press Received -29, 1 a.m. Ottawa, September 28. Lord Charles Beresford, speaking at the Canadian CI rib in Victoria, said the opening of the Panama Canal would evolve the greatest problems conceivable, and which the English-speaking nations would have difficulty in solving. It was, he said, impossible to alter the strategical position of one hemisphere without altering the other and altering the trade routes.. On the solution of the. problems would depend the peace of the world. He criticised the Declaration of London as weakening the British navy organisation, and lessening the protection of trade routes.
