The Oppositionists protested, and the Speaker declared that, if a member was called to order three times, he could be removed at any time subsequently. Several Liberals who are in that position were dumbfounded.

Finally, ruling the motion .out of order, the Speaker declared that a notice of dissent must ho given within thirty minutes. The Department for Home Affair* has issued a circular to the heads of departments stating that absolute preference must he given to unionists. When discharging hands non-unionists must be discharged first. Departments must also supply a lint of non-unionists ■employed. It was a straightforward expression of policy, and takes the place of the old system of Ministerial favors.
