Those arrested in Madrid include Caballero, Councillor-General, and vicepresident of the General Labor Union. A quantity of arms was seized.

All important buildings, including the residence of the Papal Nuncio, are guarded. Troops are kept in the barracks, whilst civil guards occupy the strategic points of the city, in anticipation of a general strike to-day. The Government is disposed to recognise the strike if legally conducted, and does not impede the public service. Otherwise stern measures will be taken, and the troops ordered to use arms on the slightest sign of revolt.
