SPAIN'S TROUBLES.
SITUATION IN PROVINCES QUIETER. PREPARING FOR EVENTUALITIES. STERN MEASURES PROMISED. By Cable —Press Association—Copyright Received 21, 11.30 p.m. Madrid, September 21. The situation in the provinces is quieter. There is a complete stoppage at Ferrol, impeding the public services-. Food is scarce. A detachment of the Army Corps is engaged baking bread. A secret session of the Workingmen's Association at Gyon decided on a general strike.
Those arrested in Madrid include Caballero, Councillor-General, and vicepresident of the General Labor Union. A quantity of arms was seized.
All important buildings, including the residence of the Papal Nuncio, are guarded. Troops are kept in the barracks, whilst civil guards occupy the strategic points of the city, in anticipation of a general strike to-day. The Government is disposed to recognise the strike if legally conducted, and does not impede the public service. Otherwise stern measures will be taken, and the troops ordered to use arms on the slightest sign of revolt. Senor Canalejas, Premier, announced that he would end once for all the threats of a revolution. Strict censorship is imposed on telegrams. WHOLESALE ARRESTS. ORDER RESTORED. Received 21, 5.5 p.m. Madrid, September 2t). Three hundred arrests have been effected in Madrid, and 158 in Barcelona. The revolutionaries at Caro and Agentc re-enacted the Arcila scenes. The military restored order.
