GERMANY'S FINANCES. REFUSAL OF CREDIT. SERIOUS FINANCIAL FRIGHT. By Cable—Press Association—Copyright Recsived 12, l a.m. London, September 11. The Daily Graphic's Paris correspondent states that the Russian Government is withdrawing the money for the last loan which is still deposited in Berlin,as all French and much British money is being called in. The Berlin settlement at the end of the month promises to be disastrous to French finances. The best means to prevent a conflict is, says the correspondent, through the pockets of the people. The Graphic adds that German houses •re finding it difficult to get paper accepted.

Received 12, 1 a.m. Paris, September 11. It is semi-officially announced that German counter proposals have been received to raise questions of principle requiring serious and minute examination. MONEY PANIC SPREADING. ,r A SERIOUS POSITION. Received 12, 1 a.m. Berlin, September 11. The Bourse panic has spread to the provinces. Brokers have received shoals of telegrams containing instructions to sell at any price. Bank and financial shares fell three per cent Mining shares fell seven per cent. Meanwhile runs on the Municipal Savings ißank continue. Many small tradesmen demand a. return of their money without the customary three days' notice.
