Emissaries from the General Confederation of Labor participated in the worst outrages at St. Quentin. Six regiments were quartered there, including the Cuirassiers, who were at Epernny during the champagne riots, and the Chasseurs, from Rouen, and detachments, of artillery. Tlie situation was controlled by the mayors of several neighl>oring towns buying bullocks, and -slaughtering and spiling them at a reasonable price. Evidence before a commission of enquiry shows that the rapidly increasing exportation of cattle is largely responsible for dear meat. Consumers advocate the unrestricted importation of colonial meat, and suggest free importation of a limited num'lier from Nigeria and Madagascar. Fresh rioting occurred at Robaiz, Brest, Chalon-sur-Same and Le- Creusot. General Oiillaux has ordered more stringent measures against professional agitators discovered in the disturbed arras.
