PRISONS AND PRISONERS
IN NEW SOUTH WALES. By Cable—Press Association —Copyright Sydney, September 1. The annual report of the Comptroller of Prisons shows that the prison population of the State at the end of last year was 1320, the lowest for over 35 years, the ratio per 100,000 of population being 78, against SO in the previous year. The Comptroller says that probably the dominating factors in this satisfactory result iitc the general spread of education moulding the law-abiding instincts of the community and the general prosperity of the country. Due credit also must be given to the beneficial influence of modern legislation, which, while strict and disciplinary, is not open to the reproach of manufacturing crime. The expenditure on gaols had decreased. It was €120,000 in 18ft5 ami decreased to £82.000 last year.
