A POLICY SPEECH. By Caole—Press Association—Copyright. Perth, August 21. The Premier delivered a policy speech. His proposals include the construction of a dozen railways to open up the country. Two hundred farms, ranging from 100 to 300 acres, will be offered to settlers, the Government providing dairy buildings and cattle. A quarter of a million pounds will be devoted to advances up to £SOO for workers' homes in towns. A vigorous immigration policy will he continued. The Arbitration Act will be repealed and wages boards substituted. The Land Tax and Dividend Duties Acts will be repealed and replaced by income and stock taxes.
