MR. JENNINGS' PROPOSED AMENDMENT. By Telegraph—Press Association. Wellington, Yesterday. In the House, after midnight, Mr. Buddo continued his speech on Mr. Jennings' Gaming Amendment Bill. In his opinion it was not the matter of racing that was increasing betting. It was the carrying over of carnival weeks into the next week. In his opinion racing could not be controlled ,if carried on in the centre* under restrictions. He thought considerable improvements would have to be made in the Bill in committee if it ware to go through. Mr. Hall said the commission's report was a palpable injustice and insult to the House. He would support the Bill. Sir James Carroll said, with regard to the finding of the commission, that he did not agree with the opinion expressed by some members. The Government had to stick to the commission's finding because they had entered into a contract to give the commission's finding twelve months' trial. It was only fair to allow that trial. Mr. Witty said he was against any increase in racing or betting. Messrs. Clark, Newman, Smith, Fisher and Russell approved of the Bill. The House divided on the second reading, which was carried by 35 to 16. I The House rose at 12.55.
