"A BREEDER OF WAR."

THE ANGLO-AMERICAN TREATY. By Cable—Press Association—Copyright. New York, August 15. The Committee for Foreign Affairs, in a report to the Senate re the AngloAmerican treaty, characterised it as a breeder of war and not as a maker of

peace. REASONS FOR THE STATEMENT. Received 17, 12.30 a.m. Washington, August 16. The Senate Committee's objection to the Anglo-American treaty is based wholly on the contracting parties' failure to consult the Senate before making the treaty, as provided by the United States Constitution. A minority report will be presented by other members of the Foreign Affairs Committee next week.
