Lord Haldane, in his speech at Oxford, said that few persons supposed that the United States would have remained under the English centralised Government, even though George 111. liad been foolish. A similar difficulty might arise with Canada, New Zealand and South Africa. If Canada developed to contain a population of eighty millions could she remain under any sort of written or rigid system? It all depended on the elasticity of the system and the lightness of the Common Government.
