A crowd of journalists and half a dozen photographers were present in Mr. Taft's library during the signing of the treaty. Paris, August 4. The American Arbitration Treaty was signed to-day. WILL JAPAN JOIN? Received 7, 12.30 a.m. Washington, August 6. Mr. Taft, speaking at a White House banquet to Admiral Togo, invited Japan to join the Anglo-American arbitration union. Admiral Togo, in briefly replying, said he would convey the President's sentiments to his Emperor.
