NEW SCHEME WANTED. By Cable—Press Association—Copyright. Received 2, 1 a.m. Melbourne, August 1. The annual report of the Railway Commissioner shows the gross earninga to be £7,407,836, an increase of 10.14 per cent, over the previous year. The income was £4 13s 6d per cent, on the capital invested. The tram earnings were £4 10s 8d per cent increase of Is lid and 2d per cent, respectively. The surplus of revenue over expenditure for railways and tramways is £600,126, an increase of £33,458. The trams carried over 230,000,000 passengers, without a fatal accident. The Commissioner adds that the limit of the capacity of the rolling stock is nearly reached, and a new and comprehensive scheme' is urgently needed. ===== .
