The Times says it is expected that the Governor's speech will be free from innovation, and that no measures of exceptional importance will be tackled. Among the measures to be introduced, besides a Town Planning Bill, there will be one for the control of the storage of oil in bulk, amendments to the Hospital and Charitable Aid Act, and the Friendly Societies Act. A surplus of £854,107 will be announced, ena/bling £BOO,OOO to be transferred to the Public Works fund, £50,000 to be devoted to increasing the salaries and wages of railwaymen, and a still larger sum in concessions to the users of lines, especially second class passengers. This will come from the large railway surplus. The cost of the new defence scheme will be one of the subjects discussed, also the designs for tlie new Parliament House, the progress of the hydroelectric power scheme, and the report on tlie Cook Island administration. The Times adds that the general election maj' be expected in November.
