PREPARING A NEW TREATY. By Cable—Press Association—Copyright Ottawa, July 13. When the Anglo-Japanese treaty expires next Sunday, immigration and commercial relations with Canada will be subject for two years to the modus vivendi, during which time a new treaty will be prepared.
