TAXING DOWRIES.
A CONGRESSMAN'S PROPOSAL. A"YANKEE" STORY. By Cable—Press Association—Copyright New York, July 13. In the House of Representatives Congressman Kahn (California) proposed that a heavy tax be imposed on dowers of American brides in cases of international marriages, so that a penurious but titled fortune hunter might secure but a small moiety of the price the bride pays him for the name he himself dishonors by putting it up to auction to the highest bidder. Congressman R. A. Henry criticised the vice-regal state assumed in London by the Ambassador, Mr. Whitelaw Reid, denouncing as undemocratic the habit of appointing only wealthy men to diplomatic posts. He alluded to the story that Mr. Hays Hammond, the special American envoy at the Coronation, nudged the King at the Foreign Office dinner, and said sarcastically that at the next Coronation Mr. Hammond attended he would be sure to nudge the Queen.
Congressman Kahn, replying, defended the American Ambassadors against the charge of extravagance. The debate was adjourned.
