CI THE NEW MINISTRY. Ry Cable—Press Association—Copyright. Received 28, 10 p.m. Paris, June 28. The new Ministry is Mm. Caillanx (Minister of the Interior, Cruppi (Justice), Desclves, who is De Freycinet's nephew (Foreign Affairs), Dclcasse and Klotz (Finance). The Cabinet intends to pass the Budr t rapidly, and to ask Parliament to ado- ' a new system of protection on a "romm'-i'" basis, which will replace the present of delimitation. It also proposes to compromise on the question of electoral refc'm, so as to make it acceptable to reformers and Republicans not desiring a char.'™ in regard to the endeavors to secure :> reinstatement of the dismissed railwayman.
