It is probable that he will be the new Premier if Mm. Poincaire, Bourgeois, Deschanel and other Republicans co-operate. M. Dekassc is expected to retain the Marine portfolo. Shortly after taking office M. Morris read a Ministerial declaration of policy, the references to electoral reform were very cautiously worded, inasmuch as J they proclaimed the necessity of leaving free scope in this sphere to the, initiative of the Chamber. For the rest, the Government would take the proposals which had already been elaborated in committee as the basis of discussion. These - proposals include a scheme of proportional representation, but to this the Government, declaration made no special reference, though M. Morris subsequently declared that he favored electoral reform in that dirction.
