Eighty thousand Albanians and High' landers attended the opening selamlik at the tomb of the Sul'an Mourad on the plain at Kossovo. There was immense enthusiasm. The Grand Vizier announced that on amnesty had been grarted to all Albanians for political offences. In order to check vendettas, the Government had promised to pay blood-money amounting to £30,000 for all unavenged murders.
