A controversy has arisen over the refusal of Mr. Knox (Secretary of State), acting on President Taft's instructions, to place before the House of Representative's Committee books showing the pnyment for a portrait of a former Secretary of State. The artist, it is alleged, received a small amount, while a large sum was ostensibly paid. The committee in investigating the expenditure demanded the records and Mr. Knox refused.
