MR. ROOSEVELT LAYS DOWN THE LAW. By Cable—Press Association—Copyright New York, May 31. Mr. Roosevelt, at the Memorial Day celebrations, denounced the false apostles of peace and declared there was need of a powerful United States navy. He firmly believed in national and international peace, but only as the handmaiden of justice. He wanted peace with every nation, but. did not see why there should be peace if other nations acted in such a manner as to rob America of her self-respect. He knew that the United States would never arbitrate on the Monroe Doctrine or the question of Asiatic immigration, and warned the country not to enter into an international peace agreement unless clear on such points.
