DECLARATION OF LONDON
STRONG OPPOSITION. By Cable —Press Association—Copyright. London, May 20. •Forty British chambers of commerce, three great marine insurance societies, and chambers of shipping, representing thirty-one other chambers, have condemned the Declaration of London, and two chambers of commerce and two chambers of shipping favor the declaration. The Manchester Guardian states that Mr. Fisher's views of the declaration have undergone considerable modification, and he is now not expected to oppose the Government's view.
