In the House of Commons Mr. Churchill, Home Secretary, introduced a Bill to enable Trades Unions, after passing a special resolution, to use their machinery for the purpose of political action and to devote a portion of their funds thereto. A proviso protects individuals who notify their objection to such expenditure. Labor members of the House of Commons are not wholly satisfied with the Bill, inasmuch as they have consistently demanded a complete reversal of the Osborne judgment. INSURANCE BILL. London, May 24. In the House of Commons Mr. Buxton, President of the Board of Trade, moved the second reading of the National Insurance Bill. He denied that the unemployment proposals were hazardous, saying they were founded on good activ arial calculations, and it was important to start in years of good trade in order to accumulate a substantial reserve. Received 26, 1 a.m. London, May 25. The National insurance Bill debate was adjourned after general approval was expressed regarding the principle of the subject. The amendments will be discussed at a later stage. AN ELECTION PETITION. London, May 24. The hearing of the Central Hull election petition has opened. Evidence is being given of alleged gifts of coal on the eve of the election, 64 of the recipients being electors and 136 relatives of electors.
