REFORM OF THE LORDS. By Cable. —Press Association.—Copvriffbt, London, May 22. Lord Lansdowne's Reform Bill has passed the second leading. THE GOVERNMENT AND THE BILL STATEMENT BY LORD LANSDOWNE. Received 23, 10 p.m. London, May 23. Lord Ilaldane, Minister for War, reiterating that the veto must first ba settled and hoping for the ultimate cooperation of the two parties in the matter of the reform of the House of Lords, intimated that the Government was not dividing against the Bill, Lord Lansdowne, winding up, said he had been criticised for not including representatives of the dominions, but he believed it was impossible to adopt the (suggestion without a revolution and without going far beyond the limits of the Bill. He defended the fairness of the Bill, but in no wise wished it to be regarded as unamendable,.

The Times describes as a momentous historical fact that the House of Lords, notwithstanding several .hostile speeches by the Opposition, has declared, without division, its ancient constitution stands in need of a thorough change and revision in order to adapt the second chain--ber to modern needs. THE FINANCE BILL. Received 23, 10.45 p.m. London, May 23. The Finance Bill was read a first time. IRISH MEMBER UNSEATED. London, May 22. The East Cork election petition resulted in the unseating of Mr. Donelan or the ground that some accounts had been suppressed relating to compromising payments. The election was conducted with a reckless disregard of the Statute. TOE DUTY ON TEA. . London, May 22. Mr. Lloyd-George refused to amend the Budget by making the duty on tea grown in the Empire fourpence and on the rest fivepence.
