In tie House of Commons, in the discussion on the Post Office estimates, Mr. Herbert Samuel, Postmaster-General, stated that Mr. Bertram MacKennal, R.A., designed the majority of the new stamps. He also said that it was impossible to leave the cable rate permanently uncontrolled at the discretion of companies, whose legitimate interests, however, ought to be safeguarded. His policy was to secure control through licensing and empowering cable companies. These licenses he would in future provide. Objection could be taken to the excessive rates at present obtaining. He was inaugurating farmers' telephones costing £3 annually.
