• FAILURE OF SELF-GOVERNMENT. By Cable —Press Association—Copyright. Received .11, 11.15 p.m. London, May 11. In a Blue Book dealing with Egypt, Sir John Gorst declares that as far the Legislative Council arid General Assembly are concerned, the experiment of admitting Egyptians to a larger share of the administration proved a failure on both bodies during the first half of 1910. They displayed a steady and increasing tendency to become mere instruments of the Nationalist agitation, against the occupation of Egypt. Since November, the Council had been less impracticable, and some valuable measures had been passed.* The failure of this experiment in the direction of self-government was attributable to the Egyptians in the local European colonies interpreting the concessions as a weakness and. lessening of British authority. Sir John Gorst, continuing, said: "The remedy is to teach the Egyptians that we don't intend to be hustled into going further and faster along this path than .we deem well for the people as a whole. Until this elementary lesson is thoroughly learned, no' prospect of fuv-' thcr developing the'Legislative Council can be usefully entertained. We must persevere in our endeavor to base tlie relations of the two Taces on a spirit of mutual confidence and goodwill.
