The Full Court upheld the appeal of Mr. Catts, a member of the Federal House, and secretary of the Railway Tramway Association, who was fined £3 for divulging the proceedings of the Railway Service Superannuation Board. Catts published the information in the Association's official organ, the defence being that the regulation prohibiting publication was ultra vires. This defence was upheld by the Full Court.
