There are a hundred charges of treating and illegal payments arid 310 cases of alleged bribery in the guise of charity. It is also alleged that partakers in a torchlight procession were paid. A BYE-ELECTION. London, May 8. The Barnstaple bye-election, caused jby Sir E. Soares (the Liberal Whip) accepting a permanent appointment in the Treasury, resulted:—Baring (Liberal) 6239, Parker (Unionist) 5751. MR. LLOYD-GEORGE INTERVIEWED. London, May 8. Mr. Lloyd-George, interviewed regarding emigrants and immigrants, said he had made special provision for a mutual insurance arrangement with the dominions. Britain would give the dominions the advantages they were willing to concede to England. THE PREMIER ON THE SECOND CHAMBER. London, May 8.
One passage in Mr. Asquith's speech at Manchester has been given prominence, namely, "the second Chamber must be small, must not rest on a hereditary basis, must not claim a co-ordinate and competing authority with the House of Commons, and must not be predominantly one-sided or partisan. Unless these conditions are satisfied we will not be parties to the change." THE.PEOPLE ARE INTERESTED. Received 9, 9.45 p.m. Condon, May 5. Mr. Asquith has, as a further concession to Unionists, postponed the third reading of the Veto Bill till Monday.
