THE REDUCED RATES' TO NEW ZEALAND. By cable. —Press Association.—Copyright Received 1, 12.30 a.m. Melbourne, April 30. The new postal rates operate from to-morrow. The rates to New Zealand and the Pacific Islands will be: For letters, a penny per half-ounce; for postcards, a penny; magazines, a penny for eight ounces; commercial papers, printed papers, pattern samples, a penny for two ounces; and for newspapers, a halfpenny for ten ounces.
