Lord Chelmsford, who is leaving to4ay to visit England, speaking at the Government dinner, declared that public life in Australia imposed physical wear and tear which was a menace to good government. In England the Ministers were not in charge of public departments, and did not pay the same attention to details as colonial Ministers. Since 1850 there had been eleven English prime ministers. Three were living and had passed the allotted span; four had passed eighty years. Here the Ministers were continually breaking down.
