Mr. William O'Brien, speaking at Cork, said that even if the Veto BUI were passed forthwith unaltered it would be humanly' impossible to carry any Home Rule measure worth talking about with the present Parliament. No responsible front-bencher would dare to say it was possible to establish an Irish Parliament without another election. THE REFORM OF THE LORDS. London, April 23. Captain Waring, Liberal member for Banffshire, in a speech, said that he had twice voted against the Government and had given notice of a question to Mr. Asquith whether he no longer anticipates proceeding with the reform Second Chamber on the lines of the preamble to the Vto Bill.
