AN UNWILLING PEACE CONFERENCE By cable. —Press Association.—Copyright Washington, April 23. It is stated that there has been no failure of the peace negotiations in Mexic*. Although Madero recently denied his intention to seek an armistice, to-day Madero formally advised Gomez, the rebels' confidential agent in Washington, to agree to the proposals of a third party favoring the suspension of hostilities with a view to the adjustment of differences. The Diaz Government has agreed and the terms are now in process of settlement, though neither side admits it made any overtures.
