FRENCH FORCES ACTIVE. SPANISH PREMIER'S REGRETS. By Cable—Press Association—Copyright Tangier, April 20. At the Sultan's instance General Monier, commander in the Shawis country, is organising a force, comprising several French companies, to march on Fez and disperse the beleaguering tribesmen. Madrid, April 20. Senor Canalejas, the Premier, in announcing the dispatch of a French column to Fez, said the situation was highly critical. He added that if Spain did not participate in such action, her measures would be restricted to the Spanish zone. SULTAN'S FORCE IN PITIABLE PLIGHT. HORSES AND SOLDIERS STARVING. Received 22, 12.5 a.m. Tangier, April 21. The Sultan's army in the Sherarda district is unable to reach Fez, and is in a pitiable condition. Owing to floods it is difficult to sedure food and fodder. Many of the horses are dying. '. -. Letters from Fez, date'd the 12th inst, report constant fighting, and anxiety is felt for the fate of the European colony.
