Mr. Longman, the publisher, in a letter to The Times, says the Copyright Bill gives the right to the Dominions to repeal or amend its application within their spheres, and raises points as to how the British authorities and artists can obtain the best terms from the Dominions. The latter may hamper copyright by compelling local manufacture. Mr. Longman urges that Britishers should enjoy the same benefits in the Dominions as in England. MINERS' PHTHISIS. Capetown, April 17. I The Government proposes to amend the Phthisis Bill, authorising employers to deduct contributions from miners' wages towards compensation. The Miners' Association demands maintentenance of the original form of the Bill.
