Stolvpin. in the Council of the Umpire, answering interpellations regarding his action in utilising Article 7'S of tlie Fundamental Laws to promulgate tlie Zemstovos Bill, said the article was intended to bo used only in a grave crisis. He accept the responsibility, and said the Duma bad no power to interpellate his administrative act. The Council, by !>!) to 53, decided that M. Stolvpin's declaration did not affect the interpellation, but, owing to the absence of the necessary majority, the question of M. Stolvpin's illegal procedure cannot be submitted for the Czar's decision. WILL THE DUMA DISSOLVE? Received 17, 7 p.m. J St. Petersburg, April 16. I The Press considers the divergence of the Council from the Government amounts to an impasse, and the dissolution of the Council of the Duma is foreshadowed.
