PRISONERS' PITIFUL PROTEST. By Cable—Press Association—Copyright. St. Petersburg, April 11. The committee of the Council of Empire has presented a report favoring a more rigorous dietary and disciplinary treatment for prisoners. At present the daily cost of feeding is Id to iy 2 d, and meat is not provided except on holidays. M. Retch described how ten prisoners had cut open their stomachs as a protest against the present rigorous treatment.
