In the House of Commons Dr. Addison's Bill providing for giving instruction in hygiene in elementary schools, and teaching girls the care and feeding of infants, was read a first time. The mover stated that of 150,000 children who died annually under five years of age, 50,000 deaths were due to parental ignorance.
