A PRESBYTERIAN EXPLAINS. By Cable —Prese Association —Copyright. Adelaide, April 8. In reference to the cable referring to French complaints as to the action of missionaries in the New Hebrides, the secretary of the Presbyterian Church, an old missionary in the group, denies the statement that missionaries arrogated to themselves administrative control in some islands. Prior to the establishment of condominium, missionaries advised the chiefs in some islands to establish local government, but as soon as the condominium was given all local government ceased. Under the old regime it was necessary to have a penal system of prisons, but most of the cases of punishment took the form of compulsory road-making.
