In the Assembly, Mr. Silburn contend«d that the Union's contribution to the Imperial navy should be based on the volume of seaborne traffic. Mr. Merriman declared that tin-pot navies are a source of weakness in war and of danger in peace. He suggested the abolition of Britain's preference and the application of the extra revenue to support the British navy. The question of the Declaration of London, he said, wag most abstruse, and could safely be left to the Imperial Government. Mr. Jagger said the Dominions should be represented separately from Great Britain upon the Supreme Prize Court. Mr. Smut's reply was non-committal.
