Baron Destournelles de Constant, one of the French representatives at the Hague International Peace Tribunal, is visiting San Francisco and advocating the cause of international peace. He ridiculed the possibility of a life and death struggle between Japan and the United States for the leadership of the Pacific. Such a war would not only be a crime, but a folly, and resultlcss, unless there were a world-wide revolution. It would ruin Japan, and would antagonise Europe if she were victorious over the United States, as if Japan won she would be unable to make her leadership effective. THE NEW TREATY.
