THE ARBITRATION TREATY. PUTTING IT INTO SHAPE. By Cable—Press Association—Copyrigkt. Received 2, 5.5 p.m. New York, April 1. The Hon. John Bryce, British Ambassador to the United States, and Senator Knox, Secretary of State, are conferring at Washington regarding the arbitration treaty. Reasonable progress has been made. A denial has been issued that Japan's alliance with (Britain is likely to affect the negotiations. The draft treaty, it is hoped, will be ready for the Senate before the April session ends. The treaty provides for arbitration in case of all treaty disputes, including questions of national honor. Tl'« arbitration machinery will be arra' dby special agreements when the need .'.nsc*.
