The sittings of both Houses have been suspended, enabling the Czar, under paragraph 87 of the fundamental laws, to exercise his prerogative and pass the Zemstvo Bill for the Western Provinces, subject to future amendment by the legislature. At a meeting of the Octoherists M. Guchkoff announced his resignation of the Presidency of the Duma. All the Octoberist members threaten tn resign. There are indications that, owing to the Czar's exercise of his prerogative, M. Stolypin's power and prestige will be unlimited. The Octoberists consider the application of paragraph 87 to be a coup d'etat, inasmuch as the measure was not urgent.
Received 27, 10.10 p.m. St. Petersburg, March 27. A ukase has been issued, introducing Zemstovs to the Western Provinces.
