A full meeting of the Unionist leaders in the House of Commons and House of Lords considered the details of Lord Lansdowne's reform scheme.. It is officially announced that, following Mr. Haldane's elevation to the Peerage, Colonel Seely (Under-Secretary for the Colonies) becomes Under-Secretary of War, and Lord Lucas (Parliamentary Under-Secretary) Under-Secretary for the Colonies.
