MR. MASSEY ON THE STUMP. By Telegraph.—Press Association. Christchnrch, Last Night. At Kaiapoi to-night Mr. Massey, leader of the Opposition, addressed a well attended meeting. He referred in turn to each plank of the Government'? declared plattorm, alleging that each had been trangressed by the legislation passed or attempted to be passed. lit referred in detail to the matter of the expenditure connected with the loan o> five millions, stating that at the first of next session he would ask for details of the whole. Mr. Massey spoke of the method of appointment to the civil service, urging that political influence should be wiped out. For this purpose he proposed the establishment of boards. He urged reform of the Legislative Council, and stated that all the time he favored the freehold as the only system satisfactory to the man on the land. He criticised severely the despotic power passing into the hands of Ministers. He favored increased facilities for education. N At the conclusion a vote of thanks was carried by acclamation.
